Subject: [PATCH] test_runner.py: remove test_client_no_noise: the issue in
 question is ticketed in http://divmod.org/trac/ticket/2830 and doesn't need a
 Tahoe-side change, plus this test fails on win32 for unrelated reasons (and
 test_client is the place to think about the win32 issue).
