Ignore-this: 5e502a60e8d63ebf98b8bb87b21b9f63
This way Tahoe-LAFS can require zfec without requiring zfec's commandline tools, and therefore without requiring argparse or pyutil.  This might make it easier to package Tahoe-LAFS for Debian.
